The ThinkPeople Nexus Commitment
SHaiPING Malta is the flagship initiative of ThinkPeople Nexus, which builds from Gozo. We are using our intelligence and partners to help people across Malta and Gozo understand the skills their future may require, recognise the capabilities they already hold, and shape routes through skilling, reskilling and upskilling that can help more people participate in what comes next.

The deeper promise
From understanding skill needs to shaping human pathways. The evidence beside this promise begins a conversation about who can learn, use their skills and remain connected.

People, skills and opportunity
Not simply: “What skills does the economy need?”
Also: “Who already has them—and who can reach the opportunity they open?”
Competitiveness and dignity can be considered together. Technological adoption can include human readiness. Skills policy can ask about confidence, access, recognition and meaningful opportunity. Wellbeing is part of sustainable participation.
This is not a rejection of progress. It is an insistence that progress should remain human.
Accessible, relevant learning—not provision alone.
Room for experience and judgement as technology changes work.
Participation matters alongside efficiency.
Wellbeing belongs alongside performance.
Averages can conceal whose experience is missing.
Evidence informs choices; people remain responsible.
Founding perspective and integration
SHaiPING Malta connects a founding commitment to human-centred progress with the practical work of turning insight into responsible action.

The founding perspective
Founder, ThinkPeople Nexus
Jesmond Saliba is the Founder of ThinkPeople Nexus and the founding voice behind SHaiPING Malta. His work asks how Malta and Gozo can prepare for change without reducing people to labour-market inputs, skills gaps or data points. Drawing on both local and international experience, he brings together human stewardship, communications, public affairs, social justice and responsible technology to consider how evidence can lead to better judgement, stronger capability and more meaningful participation.
His perspective has developed over more than three decades across communications, international relations, public affairs, advisory work and voluntary-sector leadership. This combination of local knowledge and international expertise enables him to place Malta's particular realities within wider changes affecting skills, work, technology and society.
His involvement across local and national voluntary activity has also given him a close view of how institutions, communities and individuals experience change differently, and why national progress must remain connected to dignity, inclusion and the opportunity to contribute.
Jesmond holds a BA in Communications and International Relations from the University of Malta and an MSc in Corporate Communications and Public Affairs from Robert Gordon University in Aberdeen. His wider interests include European affairs, diplomacy, institutional governance and the relationships through which people and communities help shape their future.
Separately from his work with ThinkPeople Nexus, Jesmond serves as Malta's Commissioner for Voluntary Organisations, following unanimous backing by Parliament's Public Appointments Committee in 2021. This independent statutory responsibility is institutionally separate from ThinkPeople Nexus and SHaiPING Malta.
Through SHaiPING Malta, Jesmond brings these strands together around a central proposition: the future of skills, work and technology should not simply happen to people. It should be understood, questioned and shaped with them.
From purpose to practical integration
Leadership & Integration, ThinkPeople Nexus
Charmaine Farrugia brings wide-ranging business expertise shaped across technology, media, retail, fashion, gaming and businesses serving households and everyday consumers. Her experience spans strategy, transformation, business planning, commercial leadership, market insight and organisational integration.
Within SHaiPING Malta, Charmaine helps connect the initiative's purpose with practical organisational realities. She brings together people, capability, evidence, technology and delivery so that emerging insights can be translated responsibly into action.
Her cross-sector perspective provides an understanding of how different organisations respond to changing expectations, new technologies and evolving ways of living and working. Working alongside Jesmond's founding perspective, she strengthens the bridge between national inquiry and practical implementation while keeping people and human judgement at the centre.

Our Thinking
More capability does not, by itself, tell us what progress should serve, who participates or who may be left out. SHaiPING Malta belongs to a wider ThinkPeople Nexus inquiry into evidence, dignity and human judgement.
