Why SHaiPING Malta exists
Progress must remain connected to people.
Economic growth, new technology and labour-market demand matter. But they cannot, on their own, tell us what people can already do, what they are being asked to learn, or whether they can participate in what comes next.
The purpose
Intelligence is becoming abundant. Wisdom is not.
Artificial intelligence can extend what people and organisations know, create and do. Greater capability does not, by itself, tell us what progress should serve, who benefits, who participates or who carries its consequences.
SHaiPING Malta puts that question to work through skills: understanding changing needs while recognising existing human capability and the real conditions under which people can learn, adapt and find opportunity.
It begins not with technology or a list of deficits, but with the relationship between people, work and change.

A national skills future must be more than a list.
It must show relationships: between emerging work and existing capability, learning provision and real opportunity, national ambition and individual participation.
That is why the evidence is read through purpose. A figure may describe part of a change; human judgement must still ask what it means for people and what responsible action could follow.

SHaiPING Malta is the Malta application of the ThinkPeople Index: a developing evidence framework intended to examine how prepared, supported and included people are within a changing world of work.
It is not intended to rank employers or reduce working lives to a league table. Its purpose is to help Malta see more clearly—and to connect present understanding to responsible future choices.
